To disable JavaScript in Chrome, open inspector and type Cmd+Shift+P. Then type “java” at the prompt and select “Disable JavaScript”. To re-enable, close inspector.

To get Chrome to load latest scripts, styles, and images, open Dev Tools and check the box to Disable Cache (under Network tab). Works w/ Firefox too.
